So, a new frame is needed, another one that everyone understands. BTW, there are several things the US could try as the coup regimes breaks down, but running through them is the undercurrent seen in other places where a tyrannical regime was installed.
As long as the regime is obedient or useful the US supports it, but it becomes counter to the US’s agenda then it”s demonized and the atrocities used as an excuse for intervention — bombing, military presences — ‘responsibility to protect’. Or yet another regime change.

I think that recognizing the Kiev pirates as the Ukrainian governement (or as the only one) was likely an error, and while it is possible to change that there are difficulties — but I don’t think the noise that the empire and its corporate media is a significant one since they snarl and scream in any case.
The difficulty with financial arrangements with IMF, corporations, Russian contracts, etc. are more problematic, but nothing is cast in permanent concrete.

Must he join both halves first, or will restoring just one half and burying the other suffice? Which half carries the identity of the sundered guy? We tend to think that the head carries a person’s identity. But with Ukraine, which is head? Which half best reflects Ukraine’s identity –or should? Kiev clearly is not the head: it’s stupid emotional, and reflects the will of the imperial invaders over the people. Free, independent, Ukraine (aka, Novorossia) is more ‘Ukraine’ than the fascists and imperialists could ever be, so the task should be clear: establish through public opinion, law, finance, and infrastructure, the Novorossian head half, and then let the western part join with that becomes possible.
This satisfies the idea of ‘one Ukraine’, as well as kicking out the nazies and pirates — so the question is how to implement this program.
Novorossia must become strong and self-sufficient while the Kiev regime collapses. Then bit by bit the western areas must break from Kiev, and join the Novorossian federation created. Legal and financial entanglement with Kiev can remain until it all dies. Novorossia can, of course, modify the Ukrainian constitution as well as Kiev can — it’s not owned by Kiev or the regime there, but by the people — the real ‘head’ and identity of a nation.
Now is the time to build this paradigm both in the noosphere — the mind of the world ( http://en.wikipedia.org/wiki/Noosphere ) and in practical matters, so that Novorossia becomes accepted (except byt he fascist empire, of course) as the legitimate Ukraine. Stop, for example, referring to the fascist forces as the UAF — armed forces of Ukraine, but call them the junta’s militia. This makes sense to me. The USA and EU keep framing the conflict as Putin being the new Hitler, invading Ukraine. Using a well-known WW2 meme (everyone knows about Hitler; it’s a shortcut).
So, a new frame is needed, another one that everyone understands. Why not take make use of a different WW2 frame that everyone understands, especially the French, namely, De Gaulle’s formation of a government in exile that was accorded credibility as the “real” French government because De Gaulle was seen as occupying the moral high ground.

We can imagine that Russia didn’t create or recognize a government in exile because it needed supplies for the Crimea and would have had problems with gas pipelines. So the Kremlin played it safe. Doing that would have been close to war, so relations would have broken down, and the West would have blamed Russia for not seeing to it that gas flowed.
The other problem with a government in exile is that it would largely have precluded the negotiating approach. The Kremlin has wanted some kind of a grand deal that would at least be tolerable. Taking both a hard and soft approach isn’t very practical.

Also, even if it is in Russia, what can Russia, technically, do, if political refugees get together and declare a government in exile? In other words, does “hosting” a government-in-exile mean taking a political stand? Certainly in wartime foreign many foreign capitals are hotbeds of agitation, plotting, saboteurs, etc.—various types of attempts to affect what is happening in the homeland. Frankly, the US State Dept. and any ethnic Ukrainians working with them could almost be seen by Novorossiyans as functioning like a government in exile . . .

BTW, there are several things the US could try as the coup regimes breaks down, but running through them is the undercurrent seen in other places where a tyrannical regime was installed.
As long as the regime is obedient or useful the US supports it, but it becomes counter to the US’s agenda then it”s demonized and the atrocities used as an excuse for intervention — bombing, military presences — ‘responsibility to protect’. Or yet another regime change.
Russia should be prepared to intervene early in this to stop the empire from taking control of the situation. Any intervention must be kept out of the hands of the US empire (one example of this done successfully was the destruction of chemical weapons in Syria instead of the US’s desired bombing campaign).

As you all know, Russia has already activated an alternate SWIFT bank clearing system for internal payment clearing. In November of 2014 it was stated that the international portion would be activated in May 2015. This will make Russia more independent of the New York Federal Reserve system.
