Russia’s defense news TV channel Zvezda cites at least two violations of the international maritime laws broken by the US ship captain.
Russian patrol frigate Yaroslav Mudry or Yaroslav the Wise is a submarine hunter assigned to the Baltic Fleet. The ship has been also nicknamed “missile hunter” for its efficiency. The ship was developed at the Almaz Central Naval Design Bureau, based in St. Petersburg.

Afterwards he familiarised himself with some features of the ship’s mission in the Mediterranean region.

According to the 10-k reports of four major defense contractors, the difference between pension plan assets and future pension liabilities ranged from $2.9 billion to $13.5 billion.
Lockheed Martin’s plan assets, for example, are $13.5 billion short of future liabilities, meaning it is about 33 percent short of being fully funded. Northrop Grumman is $2.9 billion short on assets for its projected benefit costs, or 13 percent underfunded. General Dynamics’ plan assets are $3.9 billion below projected benefits costs, or 40 percent short of fully funded. Raytheon’s plan assets are $6.1 billion short of future benefit costs, or 28 percent underfunded.
In a race to sell the world its weapons, especially in new markets like Africa, Russia isn’t far behind the U.S., and China is surging.
Six American companies placed among the top eight global firms, based on defense-related revenues. Lockheed Martin topped the list with $35 billion in arms sales, with Boeing in second place ($31 billion). Raytheon ($22 billion), Northrop Grumman ($20 billion), and General Dynamics ($19 billion) ranked fourth through sixth, while United Technologies ($12 billion) took eighth.
Obviously, a large portion of the revenues generated by these firms comes from the U.S. Department of Defense

The distance is comparable to the length of the USS Gravely – 155m.
The basic rule on the water is the vessel on the right has right of way (subject to practical caveats – e.g. a 20ft yacht cannot claim right of way over a supertanker immediately to its right).
Only in restricted waters. On the open sea any boat to starboard has right of way, though prudence and for a value of life I would not press the issue if on the smaller vesswel on the vessels you describe.

The International Regulations for the Prevention of Collisions at Sea state that an engine powered vessel over taking another vessel must give way to the vessel being over taken, having the right of way. Also when one vessel is crossing the path of another the vessel to starboard, if on your right when facing the bow, this vessel has the right of way. If a collision had occurred the American vessel would have been at fault. One can easily tell if a collision is immanent by taking bearings on the other vessel to see whether it is gaining or losing ground or remaining constant but close calls are a mark of very poor seamanship. The Russian ship could have forced the American ship to change course by slowly altering its course to port as the American ship approached from astern but at this level such games are best left on the America Cup circuit. Vessels under sail have, sailboats, have an expanded set of rules determined by the direction the wind is coming from and the position of the main boom.
